The Permian Basin Petroleum Association Local Issues Committee (LICOM) is a standing PBPA committee reporting to the PBPA Board of Directors. The LICOM’s mission is to monitor and interact, when necessary and with Board approval, with local governance effecting the oil and gas industry throughout Texas and New Mexico when it could affect operations in the Permian Basin, but especially in west Texas and southeast New Mexico.
