The oil and gas industry has an enormous impact on the economic vitality of West Texas. With federal and state regulatory agencies constantly changing regulations affecting the petroleum industry, the PBPA works diligently to prevent further harm to our industry.

President Ben Shepperd serves as the association’s lobbyist, tracking hundreds of bills that could potentially harm the petroleum industry. Shepperd frequently testifies before the House and Senate committees on legislation. With the help of the PBPA’s legislative committee, the PBPA monitors legislation concerning the Railroad Commission, water, tax and the environment.

PBPA’s regulatory committees analyze and collaborate on the continuous stream of regulatory issues facing the industry.

The Permian Basin extends over the following Texas counties: Andrews, Bailey, Borden, Cochran, Coke, Concho, Crane, Crockett, Crosby, Culberson, Dawson, Dickens, Ector, Fisher, Gaines, Garza, Glasscock, Hockley, Howard, Hudspeth, Irion, Jeff Davis, Kent, King, Lamb, Loving, Lubbock, Lynn, Martin, Midland, Mitchell, Nolan, Pecos, Reagan, Reeves, Runnels, Schleicher, Scurry, Sterling, Stonewall, Sutton, Terrell, Terry, Tom Green, Upton, Ward, Winkler, and Yoakum.
